Earnings Preview: Arch 3Q profits seen lower

ST. LOUIS (AP) ? Arch Coal Inc., one of the world's biggest coal producers, is scheduled to report earnings for the third quarter before the market opens on Friday.

WHAT TO WATCH FOR: Analysts may be especially interested in Arch's performance in recent months because of the headwinds coal miners have faced from weaker demand in the global economy. The coal industry and its stocks have been battered as utilities switched to cheap natural gas from coal to generate electricity. Natural gas prices earlier this year reached the lowest levels in years because of booming production. Lately those prices have risen, buoying optimism that power plants increasingly will switch back to coal.

Arch's latest earnings may reflect its June announcement that it was laying off about 750 workers in the Kentucky, Virginia and West Virginia coalfields. Arch blamed the move on market pressures and a challenging regulatory environment that it said has pushed U.S. coal consumption to a 20-year low.

Among the first of the coal sector's big players to report each quarter, rival Peabody Energy ? the world's biggest private-sector coal company ? on Monday said its third-quarter profit plummeted 84 percent, marking the third quarter in a row it posted lower net income. But the company, which had adjusted results for the July-September period that still topped Wall Street expectations, said it sees the global market stabilizing.

Peabody projected that U.S. coal demand will decline by about 120 million tons this year but insisted that most of that drop-off already has happened.

Arch this week got a legal victory in Montana, where the state's Supreme Court ruled that a board headed by the governor didn't violate the state Constitution when it leased 587 million tons of coal without an environmental review. But the high court, affirming a lower court ruling in a lawsuit brought by the Sierra Club and other groups, found that environmental studies still must take place before Arch can mine more coal.

WHY IT MATTERS: On the heels of Peabody's relatively bullish outlook about global coal markets, analysts likely will be eager to hear whether Arch plans any additional pullbacks or alters its earnings guidance for this quarter and the rest of the year.

WHAT'S EXPECTED: On average, analysts polled by FactSet expect Arch to report an adjusted loss of 15 cents per share on revenue of $1.02 billion.

EARLIER SHOWING: Arch had a loss of $435.5 million, or $2.05 per share in the second quarter, compared with a profit of $6.3 million, or 4 cents per share, a year earlier. Excluding one-time costs, Arch reported an adjusted loss of $22 million, or a dime per share ? better than the loss of 18 cents expected on Wall Street.

Arch's second-quarter revenue rose 8 percent to $1.06 billion.

LAST YEAR'S QUARTER: During last year's third quarter, Arch's profit fell well short of expectations, partly because of a mine closure and Midwest flooding. Net income was $19 million, or 9 cents per share, down from $46.7 million, or 29 cents per share, a year earlier. Adjusted income was 8 cents per share, still short of the 22 cents per share that analysts forecast. Revenue rose 37 percent to $1.20 billion.

The History of Jewish Philanthropy

In mid-October, the Center for Jewish History hosted an international symposium, ?History of Jewish Giving: Jews and Charity.? This event brought together scholars, philanthropists and professionals to delve into the history of Jewish philanthropy, and to discuss the evolution of charitable giving. As scholars work to understand the religious, financial, social and personal aspects of what it has meant to give and to receive, Jewish philanthropists and fundraising professionals can use this understanding to form the landscapes of Jewish institutions. The symposium highlighted the possibilities of working collaboratively to map a system that will answer the defined social needs of contemporary Jewish communities.

Symposium organizers Debra Kaplan (Yeshiva University) and Judah Galinsky (Bar-Ilan University) explained that this emerging field of research presents an exciting opportunity for interdisciplinary work, and intersections between Jewish studies and economics, anthropology, national and international histories, gender studies and more. Speakers demonstrated the wide range of approaches to the topic. Historians examined philanthropic processes as they emerged from quantitative records dating from medieval times up through the centuries. Scholars of religion, law and culture traced shifts in longstanding models of Jewish communal giving. Symposium participants debated the evolution of giving practices to fulfill religious obligations, represent values of tikkun olam and address social expectations.

Following the symposium, the Center for Jewish History in partnership with the Jewish Funders Network presented a philanthropists? roundtable. During this event, philanthropists and foundation leaders discussed the priorities of the Jewish world, which included relief for those living in poverty, education, social justice causes, support for Israel, funding for arts and cultural initiatives, and more. In her introduction to the discussion, Amy Goldman Fowler (Vice Chair of the Center?s Board) noted the importance of ?exploring future possibilities in charitable giving trends.? Questions included the roles that technology and social media could come to play in the nonprofit sector, how a global marketplace and volatile economy could impact Jewish philanthropy, and how philanthropists and organizations can work alongside government agencies.

Charitable giving represents a universal moral virtue, but giving back to society in gratitude for opportunities received is quintessentially American. The nonprofit sector presents unique opportunities to volunteer, advocate for policy, promote democratic values and participate in decision-making processes to shape a more just and prosperous democracy. In addition, the figure of the strategic, results-driven individual philanthropist has emerged. One might compare The Giving Pledge to Andrew Carnegie?s call to his peers to give generously and in their own lifetime. A fair number of Jewish philanthropists have now taken The Giving Pledge, and this represents only one example of the ways in which individual philanthropists are changing the face of Jewish philanthropy.

The insights gained during the symposium and roundtable discussion will be part of an upcoming exhibition on the history of Jewish philanthropy that will travel through the United States. The exhibit, through the use of technology and a comparative review of historical documentation, will invite members of the public to broaden their understanding of Jewish philanthropy and to develop a sense of its future.

Kelsay said he thinks it may be on players like him to personally get in the faces of teammates who aren?t giving their all.

?We might have to grab guys by the shirt collar and tell them to get to moving,? Kelsay said. ?It?s nothing personal, but we?re relying on you. Myself included. If I?m not doing my job I expect Kyle [Williams] to grab me by the neck and tell me to get going. That?s what it?s going to take. We?ve got a lot of young guys. Kelsay didn?t name any names of teammates who aren?t trying, although he did suggest that Mario Williams isn?t going 100 percent because he?s hurt.

?I?d take Mario Williams at full health and full speed probably over anybody else in the league,? Kelsay said. ?At the same time I?d take Sean Ferguson, who we cut, over a guy that?s playing 50 percent, and I think our coaches would too. The playmakers have to make plays and the way you do that is giving all out effort every play.?

Ultimately, Kelsay says, there?s just no way he can tolerate being part of a defense that plays the way Buffalo?s defense is playing.

?It?s inexcusable,? Kelsay said. ?It?s a blessing to be in this league and to go out there and lay an egg there are no excuses for it.?

Kelsay is saying what needs to be said. The question is whether his teammates are listening.

UN planning peacekeeping force for Syria

(AP) ? The United Nations is already planning for a peacekeeping force in Syria should a cease-fire in that country take hold and pending a Security Council mandate, the U.N. peacekeeping chief said Monday.

Herve Ladsous said, however, it was still too early to say how many peacekeepers might be deployed in such an eventual force.

"I would confirm that, of course, we are giving a lot of thought to what would happen if and when a political solution or at least a cease-fire would emerge," Ladsous told reporters at a U.N. briefing.

U.N. and Arab League envoy to Syria Lakhdar Brahimi met with Syrian President Bashar Assad in Damascus on Sunday as part of his push for a cease-fire between rebels and government forces for the Eid al-Adha holiday, which begins Oct. 26.

Syria's state-run news agency SANA said Damascus supports the truce proposal, but would not commit to halting fire during a four-day Muslim holiday until Western countries and their Gulf allies stop supporting rebels and halt their weapons supplies to the anti-regime fighters.

Brahimi told reporters, following a closed-door meeting, that he also had held talks earlier with opposition groups inside and outside the country and received "promises" but not a "commitment" from them to honor the cease-fire.

Brahimi replaced Kofi Annan as envoy to Syria after the former U.N. secretary-general resigned last August, frustrated by a lack of progress.

Under Annan's peace plan the U.N. sent a 300-strong unarmed observer mission to Syria to oversee the cessation of violence but the team was forced to withdraw in August because of escalating fighting which has continued until today.

"It's a shocking fact that everyday 150 to 200 civilians are killed and it has almost become part of the background noise and it is simply unacceptable," Ladsous said.

Diplomats say that Ladsous has told Brahimi he could put together a force of up to 3,000 peacekeepers in the event a longer truce took hold.

But Ladsous said, "it certainly would be premature to mention a figure because it would depend on the situation."

The deployment of any U.N. peacekeeping force would be contingent on the approval of the 15-member Security Council, which has long been deadlocked over the issue of Syria. Permanent members Russia and China have to date vetoed three resolutions on Syria because they threatened sanctions against Assad's government.

LONDON (AP) -Anton Ferdinand joined older brother Rio in refusing to wear a T-shirt to support an anti-discrimination campaign Sunday, in a perceived protest at the impotence of organizations during recent racism cases in English football.

The younger Ferdinand was at the center of the most high-profile incident in the past year when he was abused by John Terry during a Premier League match last October.

Terry was banned for four matches and fined 220,000 pounds for hurling a racial slur, but many players feel the punishment was too lenient, as with other sanctions related to recent incidents of racism.

Anton Ferdinand was one of a number of players who declined to wear a T-shirt promoting the Kick It Out campaign in the warm-up before Sunday's Premier League match between his Queens Park Rangers team and Everton.

Manchester United defender Rio Ferdinand did the same before Saturday's match against Stoke, angering manager Alex Ferguson so much that the center back could face disciplinary action.

"It is embarrassing for me," said Ferguson, who had told members of the press that Ferdinand would not boycott the campaign. "He will be dealt with, no doubt about that."

However, Ferdinand's stance was backed by the chairman of the Professional Footballers' Association, which provides funds for the Kick It Out body.

"We will definitely monitor the situation very closely and make sure Rio Ferdinand's rights as a human being, never mind as a footballer, are not undermined in this position," PFA chairman Clarke Carlisle said.

"Everyone has a right to free speech - just like you can't coerce anyone into shaking hands, you can't make somebody wear a T-shirt - although I do personally believe that joining in with the campaign is the best way forward."

Kick It Out has been raising awareness for issues such as racism since the 1990s and began its latest annual two-week campaign on Thursday.

However, Reading striker Jason Roberts declared he wouldn't be taking an active part in the campaign and many others followed suit on Saturday, including Rio Ferdinand and the entire squads of Wigan and Swansea ahead of their Premier League match at Liberty Stadium.

It has been widely reported that the players are unhappy not just with Kick It Out but also the FA for a lack of action in combating racism in football.

Some believe the players' refusal to wear T-shirts during warm-up routines actually gives more publicity to the anti-racism campaign.

Police, meanwhile, are investigating allegations of racist abuse by a supporter during the northeast derby between Sunderland and Newcastle at the Stadium of Light on Sunday.

You betcha: Fargo awaits TV version of hit movie

FARGO, N.D. (AP) ? Ask folks in Fargo what they first thought about the 1996 movie that made their city famous, and some will tell you they were not fans.

Some residents initially didn't appreciate the Coen brothers' dark humor or were offended by the extreme violence and depiction of Scandinavian culture. Not to mention those heavy accents on "you betcha" and "ya sure."

But the fame and cash it brought Fargo eventually brought the city around. Now, 16 years later, Fargo awaits the debut of a new cable television show by the same name, and many residents here are less apprehensive about how their hometown will be portrayed this time around. Just ask Kristin Rudrud.

"Anything the Coen brothers are going to be involved in is going to be brilliant," said Rudrud, 57, who played a supporting role in the movie and has a hankering to promote everything about her hometown. "And they love Fargo. They love this area. So it will be done in a very fun and loving way."

The Oscar-winning "Fargo" starred Frances McDormand as Marge Gunderson, a pregnant police chief who investigates a series of murders, and William H. Macy as a car salesman who hires two criminals, played by Steve Buscemi and Peter Stormare, to kidnap his wife. In one of the final scenes, Stormare feeds Buscemi's body into a wood chipper.

Though the movie's story is mostly based in Minnesota, it made Fargo a household name for many across the country ? to the early dismay of some city folk who watched the premiere at the Fargo Theater in 1996.The theater was quiet inside and some moviegoers were offended, said Margie Bailly, who was executive director of the Fargo Theater at the time. Some residents even walked out.

"Those of us who were laughing were a little lonely," she said.

But locals later warmed up as the film was nominated for seven Academy Awards, and Fargo started to see the benefits from all the publicity. The theater hosted a free Oscar party with a polka band and Jell-O treats that Entertainment Weekly billed as one of the top soirees of the evening.

That event was publicized in several countries, and Fargo cashed in. Donations flowed for the theater's restoration, which dovetailed with plans to revitalize the city's downtown.

Sixteen years later, travelers looking to see the real Fargo still swing through, with many flocking to take a picture next to the iconic wood chipper, autographed on the chute by the Coen brothers and displayed at the city's main tourism center. Tourism staff hand out ear-flap hats to tourists and take pictures of them stuffing the leg of a mannequin into the Yard Shark.

"A good majority of people come in here just looking for the wood chipper," said Jayne Rieth, who works at the tourism center. She didn't like the movie on the big screen, but watched it at home recently so she could be better informed at work. And the tourism center and shops around town sell plenty of wood chipper T-shirts, shot glasses, koozies, mugs and ? of course ? ice scrapers.

City boosters hope the TV show produced by Joel and Ethan Coen, the Minnesota-born brothers behind the popular film, will add to the notoriety. No timeline has been announced by the FX Network, and John Solberg, FX's senior vice president of public relations, did not return messages left by The Associated Press.

"I don't know how it can be a bad thing for us," said Charley Johnson, president and CEO of the city's convention and visitor's bureau. "People still talk about the movie all the time."

Larry Gauper, of Fargo, a retired health insurance executive, also thinks most people are looking forward to the TV show.

"There are some people who don't like us sort of being mocked or being made fun of, but I think most people really appreciate the attention Fargo gets," Gauper said.

But "Fargo" movie fan Marnie Piehl wonders if the city has changed too much ? thanks to population growth and a revitalized downtown with high-end restaurants and bars serving craft beer and organic vegetables ? that it no longer makes sense to situate the TV show here. McDormand's character would have left Fargo years ago, Piehl said.

"That may sound funny to someone from New York, but it just doesn't fit for me anymore," she said. "The North Dakota story is not the Marge Gunderson story anymore."

Though details about the plot and characters in the FX show are scant, that hasn't stopped Fargo residents from speculating about it.

Mayor Dennis Walaker said his favorite character is the sheriff, and hopes McDormand gets a prominent role. And although Rudrud's character, Macy's wife, was killed off in the movie, she joked that there might be room for her in the adaptation.

"Well, I haven't been chopped up," she said. "There's always a possibility."

HARPS, as the instrument is called, successfully detected a rocky planet around one of Earth?s closest neighboring stars when other tools missed it.

The instrument astronomers used to discover the small rocky planet circling the star Alpha Centauri B that was announced this week was not a glitzy new high-tech space telescope, but rather a decade-old workhorse attached to a ground observatory in Chile.

HARPS, as the instrument is called, successfully?detected a rocky planet?around one of Earth?s closest neighboring stars when other tools missed it because astronomers have had plenty of time to learn what it is capable of, planet hunter Xavier Dumusque of Geneva Observatory, Switzerland and the Center for Astrophysics at the University of Porto, Portugal, said.

After 10 years of working with HARPS, "we understand much better how the instrument works now," he added.

"And we have used a new strategy to observe the star, which allows us to average the perturbing signals" to eliminate noise.

[App Provides Up-Close Look at Far-Out Exoplanets]

Alpha Centauri Bb, as the new planet is known, has a mass about the same as Earth and is likely rocky. However, unlike Earth, it's likely roasting at 2,200 degrees F (1,204 degrees C) due to how close it is to its parent star.

HARPS, a spectrograph on the European Southern Observatory?s 3.6 meter telescope in La Silla, Chile, works by looking for telltale "wobbles" in a star, caused by an orbiting planet gravitationally tugging on the star. That means that it's much easier to find heavy, Jupiter-like planets than tiny low-mass planets.

"This technique depends on two things," Dumusque said. "The mass of the planet ? the more mass, the easier it is to detect ? and also the distance to the star. In this case, it is a small-mass planet, but it is still very close," which is what made the detection possible.

Even still, the researchers had to deal with interfering signals ? from the star itself.

Alpha Centauri B?is one star in a two-star system, but eliminating the noise from the second star was easy, Dumusque said. But the surface activity of Alpha Centauri B itself was enough to throw off instruments. "The surface of the star is not solid. It's very high temperature. It's ... boiling, so you have some bubbles that come up to the surface. These bubbles are [an interfering] signal." Even sunspots ? tangled knots of magnetic activity found on the surface of stars, including our own sun ? can affect HARPS, since the instrument relies on Doppler effects to determine a star's wobbles. A sunspot appearing in view of HARPS can affect the star's perceived redshift and thus trick the instrument into thinking it saw a wobble.

That led to the discovery of the planet, which is "for sure" accompanied by others that scientists haven't yet found, he added. "Statistics show that if you have a very small mass planet in one system, you have other planets in the same system. With this case, with Alpha Centauri B ... we don't have the precision to find them, but for sure there are other planets in the system."

Alpha Cen Bb's gravitational effect on the star causes it to move by just 19.6 inches (50 centimeters) per second. In comparison, if alien observers wanted to discover Earth using the same method, they'd need an instrument that could detect wobbles of 3.9 inches (10 cm) per second. The Espresso instrument, scheduled to go online in 2016, will be able to observe with that precision. "With this instrument, it should be possible to discover Earth's twin," Dumusque said.

California freeway closed for 'Hangover 3' filming

LOS ANGELES (AP) ? Drivers are being warned to avoid sections of a Southern California freeway that will be shut down this weekend for filming of the third installment of the "Hangover" movie franchise.

Sections of the 73 Freeway in coastal Orange County will see staggered closures until 7 p.m. Sunday.

To the south, the freeway becomes a toll road. The Los Angeles Times reports (http://lat.ms/RPgJTK ) that the film's producer, Warner Bros., will pay for lost toll revenues and other costs.

Lori Olin, a spokeswoman for the San Joaquin Hills Transportation Corridor, tells the newspaper the agency will receive at least $25,000, including location fees.

The 2009 blockbuster "The Hangover," about an ill-fated bachelor party trip to Las Vegas, earned over $400 million worldwide. Its 2011 sequel was also a mega hit.

Aggressive ads keep abortion in campaign spotlight

NEW YORK (AP) ? Though Barack Obama and Mitt Romney rarely tackle the topic of abortion head-on, the void is being filled by rival advocacy groups targeting swing states with ads depicting one or the other candidate as an extremist in his stance on the divisive issue.

Obama, according to the National Right to Life Committee, is "the most pro-abortion president this country has ever seen." Another anti-abortion group, the Susan B. Anthony List, is running anti-Obama TV ads titled "Abortion Radical."

From the other side, groups supporting legal access to abortion, as well as the Obama campaign itself, depict Romney and his running mate, Rep. Paul Ryan, as eager to ban most abortions as part of a Republican "war on women." The GOP ticket "is extremely dangerous to women's health," says Nancy Keenan, president of NARAL Pro-Choice America.

Numerous polls indicate that abortion and other hot-button social issues aren't top priorities for most Americans as they worry about jobs and health care. Yet abortion is a visceral subject for some voters ? and the extent to which they turn out to vote, and perhaps sway wavering acquaintances, could make a difference in pivotal swing states.

There's extra intensity this year because Obama and Romney ? reflecting their party platforms ? are so polarized in regard to abortion.

Obama believes decisions about abortion should be left to women and their doctors. He affirmed this outlook during his acceptance speech at the Democratic convention, where the prime-time speakers included Keenan and Cecile Richards, president of the Planned Parenthood Federation of America.

Romney opposes abortion except in cases of rape, incest and threat to the mother's life, and says the Supreme Court should repeal the 1973 Roe v. Wade decision that established a nationwide right to abortion. He also would end federal aid to Planned Parenthood, which is a major provider of abortion and contraception.

"There are such sharp differences between the two candidates, it's not surprising the advocacy groups are so engaged," said Mark Rozell, a political science professor at George Mason University in the swing state of Virginia. "They think other voters must feel the same way."

Planned Parenthood, through its political action affiliates, has spent more on this election than any in the past ? more than $12 million, with about half the money going for TV ads in Florida, Virginia, Ohio and other battleground states.

Dawn Laguens, executive vice president of the Planned Parenthood Action Fund, said a large chunk of the funds had been donated by new contributors eager to fight back against Republican efforts to restrict abortion at the state and federal level.

"People have woken up and said, 'Not only are they serious, but they're close to imposing their will on the women of America,'" Laguens said.

Among the biggest spenders on the anti-abortion side is the Susan B. Anthony List. Along with its political action committees, it has reported more than $3 million in expenditures, including TV ads in Ohio, Virginia, Florida and Colorado.

The group's president, Marjorie Dannenfelser, said the ads seek to depict Obama as an extremist in regard to abortion and to woo undecided, socially conservative Democrats, including Hispanics.

"It's hard to argue that the 'war on women' theme has stuck," Dannenfelser said. "The gender gap has closed since the first debate, and the women's vote is the most fluid I've seen."

Some of the swing states experienced controversies earlier this year that put a spotlight on abortion even before the presidential race heated up.

In Ohio, the Legislature held hearings on a bill that would impose the nation's most severe abortion restrictions, outlawing most abortions after the first detectable fetal heartbeat, which can be as early as six weeks into pregnancy. The bill stalled, but its supporters hope to revive it after the election.

Janet Folger Porter, president of the conservative advocacy group Faith2Action, is a leading backer of the so-called "heartbeat bill" and also released a video this month denouncing Obama.

"You can question where Gov. Romney stands, but there's no question where President Obama stands on life," says Porter, depicting Obama's stance as "pro-death."

Kellie Copeland, executive director of NARAL's Ohio affiliate, said debate over the heartbeat bill raised voter awareness of abortion-related issues.

"This is really on a lot of Ohioans' minds," she said. "They want to know where the candidates stand."

The issue also is figuring in Ohio's Senate race, with Democratic incumbent Sherrod Brown, a firm supporter of legal access to abortion, and Republican challenger Josh Mandel, an advocate of outlawing it.

In Virginia, there was a surge of protests earlier this year when the Republican-controlled Legislature passed a bill requiring women to undergo pre-abortion sonograms. Initially, it mandated a vaginally invasive procedure, drawing charges from female Democratic legislators that it amounted to "state mandated rape."

The provision was removed at Republican Gov. Bob McDonnell's urging after the bill was mocked on national TV comedy shows. But the controversy had staying power ? a Democratic legislative candidate in North Carolina has run a TV ad in which she brandishes a transvaginal wand in an effort to capitalize on the anti-abortion views of her GOP opponent.

Abortion also has been a prominent issue in Missouri's Senate race since Republican candidate Todd Akin ? a foe of abortion ? remarked in August that women's bodies have ways of avoiding pregnancy in instances of "legitimate rape." He later called the comment a mistake, but Democratic incumbent Claire McCaskill has aired anti-Akin ads featuring testimonials from women who said they were raped, including one who describes herself as a "pro-life" Republican.

Just this week, abortion flared as an issue in an Illinois congressional race pitting Republican incumbent Joe Walsh against Democrat Tammy Duckworth. Walsh asserted Thursday that abortions are never necessary to save the life of a woman because of scientific advances, and said "health of the mother has become a tool for abortions any time under any reason."

Medical experts responded quickly, saying abortions are sometimes necessary to save a mother's life. The American Congress of Obstetricians and Gynecologists issued what it called an "unequivocal" message to politicians: "Get out of our exam rooms."

Rozell, the George Mason professor, said the abortion debate could play a crucial role in the election even as the economy remains the paramount concern.

"The social issues do matter to a significant portion of voters, especially certain swing voters who might see a candidate's position on abortion as a marker," Rozell said. "Can they trust this candidate to govern responsibly, or is he beholden to an extreme element in his political party?"

He said Romney faces a tricky balancing act as he tries to woo middle-of-the road women without antagonizing religious conservatives who already are wary because Romney supported abortion rights in the past.

Last week, Romney told The Des Moines Register's editorial board that there wasn't any abortion-related legislation he planned to pursue as president. A spokeswoman quickly clarified his remark, and Romney told reporters: "I'll be a pro-life president."

This week, Romney's campaign released a TV ad suggesting the candidate believes abortion "should be an option" in certain cases.

In the ad, a woman says she'd heard Romney's position on abortion and birth control "seemed a bit extreme." She says she'd learned Romney doesn't oppose contraception and believes abortion should be available in cases of rape, incest or when the mother's life is at stake.

Dawn Laguens of Planned Parenthood said the ad was "designed to deceive women."

"The Romney team knows that Mitt Romney's real agenda for women's health is deeply unpopular ? ending safe and legal abortion, ending Planned Parenthood's preventive care that millions of people rely on," she said.

City parks permitting fences to secure soccer fields | News ...

JACKSONVILLE, Fla. -- The city is working with local soccer associations in allowing them to install fences to secure fields in exchange for help in maintaining the grounds.

Ed Austin Regional Park is the first that is working on a contract with the Arlington Football Club to fence seven fields. The club would pay for the fencing.

The city has arrangements with organizations when it comes to using city facilities, said?Parks and Recreation spokesperson Pam Roman.

The new arrangement would give the soccer clubs priority use during the season, but not exclusive use.

"For the most part the fence is not?locked, the field is not off limits to the public," Roman said.

Cody Jeffcoat is a former soccer coach who agrees with installing fences, but wants assurances the general?public does not? lose out in being able to use? the fields.?

Roman says arrangement does help free up tax dollars for park maintenance.

David Hickox with the Arlington Football Club says fences not only promote safety, but also protect investments the groups make in keeping the fields in shape.

The city says other parks are looking at similar arrangements. The fences at Ed Austin Regional Park are expected to be in place before the spring soccer season beings in February.

so, I know some of us will have days when we aren't able to get online, or maybe a few day vacation when we won't be here.

Here is the thread for discussing contact. When you know you have something coming up, make sure you pm me or post it here so everyone knows and we can set up what we are going to do. If we can kind of swerve around your character for a few posts or have someone make back up posts for you for the time you are gone. We want to keep this roleplay going.

And I have NaNoWriMo in November, so I should be online more because I'm procrastinating on that XD Other than that I have no life, so I'm usually around XD

I'm swamped day and night on Wednesdays, and have late classes on Monday. Otherwise I should always be able to get online ^_^ And I'm typing up my post now! *dances in excitement to start* There are some Saturday nights I'm busy <_< But I think that's only once a month.
